I am a people pleaser and I hate disappointing others, so it's hard for me to say "no." However, there are times when I am asked to do something that I'm not comfortable with or I simply don't have the time for. How can I say "no" without seeming like a jerk?

There is nothing wrong with saying "no" to a task that you don't want to do. You can start by explaining your reasons why you don't want to do it. If the person asking is someone who you have to say "no" to often, like your boss, you can try to be more assertive and direct with your answer. Lastly, don't make excuses or apologize for saying "no." Just be confident in your decision and stand firm.
